local_export builds the local chain's blocks with the cevm plugin alone and
writes them as luxfi/state writes an export; scripts/cluster.sh LUXD CEVM DOWN 6
imports it into every validator, waits for each to anchor height 6, and builds
7..12 on it — five of five, and four with a seat held down, the same hash at
every height on every seat. The local genesis is one definition (src/local.hpp)
for luxd and the tool.
