zeekay 1f84c0617f Pin past the versions the proxy can no longer serve ...

The bulk retag moved published tags. go.sum and sum.golang.org hold the
original bytes, proxy.golang.org answers not-found, and the direct fetch
disagrees, so builds stopped at a checksum before reaching a compiler.
Pin forward to versions the proxy still serves.
