The plugin-SDK surface the VMs programmed against lived in the daemon:
the admission fee policy, the VM factory alias, version, and artifacts.
Twelve VMs now take it from chains/fee, chains/artifacts, luxfi/vm and
luxfi/version instead, so a plugin no longer drags the daemon it runs
under. oraclevm and relayvm still do, through luxfi/oracle and
luxfi/relay; they clear when those two are cut.

go build/vet/test exit 0, 37 packages ok. go list -deps reports zero
daemon packages for all twelve, confirmed against the built binaries.
