I-Chain's mutating RPCs (CreateIdentity, IssueCredential, RevokeCredential, CreateProof, RegisterIssuer) are user-tx admission points. Add a Fee uint64 field to each mutating Args struct and gate via FlatPolicy at MinTxFeeFloor. Read-only RPCs (GetIdentity, GetCredential, VerifyCredential, GetIssuer, ListIssuers, ResolveIdentity, Health) are unchanged.
