zeekay e0b1d03853 dexvm: gate user tx on FeePolicy (MinTxFee floor) ...

SubmitTx is the canonical user-mempool entry on D-Chain — every public
submission funnels through here. Attach a FlatPolicy at MinTxFeeFloor
(1 mLUX) in Initialize and gate SubmitTx through ValidateFee so
zero-fee user txs are refused before they touch pendingTxs. Internal
consensus-engine -> VM paths bypass the gate.
