zeekay 7989d9f44e fix: update Python SDK to match current C API 
- Update Cython .pyx file to use lux_config_t and lux_chain_t types
- Remove outdated pre-generated lux_consensus.c
- Fix pyproject.toml license format (SPDX string)
- Remove README.md reference from pyproject.toml
