zeekay 8769d95567 fix: update Python SDK to match current C API 
- Update Cython .pyx file to use lux_config_t and lux_chain_t types
- Remove outdated pre-generated lux_consensus.c
- Fix pyproject.toml license format (SPDX string)
- Remove README.md reference from pyproject.toml

zeekay ad90b6956a fix: dynamic chain processor startup and Python SDK build dependencies 
- Start chain processor when new chains are dynamically registered,
  fixing TestQuantumSecurityForAllChains test failure
- Add pyproject.toml with Cython build dependency for proper PEP 517 builds
- Simplify SDK verification workflow Python install step
