zeekay d70fb6b302 consensus: pipelined block production with configurable timing 
- Poll loop uses BlockTime instead of hardcoded 50ms
- Pipeline goroutine: build N+1 while N finalizes
- BurstParams (100M TPS ceiling), SoloGPUParams (M1 Max tuned)
- LocalParams: 1ms blocks, 5ms round timeout
- GasLimit field in Parameters for per-block gas config
- Fix double-finalization race (found[] flag in processPendingBlocks)
- Fix K=1 verify-before-accept ordering
- Fix PQ test threshold for Alpha=0.67
