BREAKING CHANGE: Restructure network terminology for quantum-focused architecture

- Replace NetworkID with QuantumID as the root quantum network identifier
- Replace SubnetID with NetID for networks within the quantum network
- ChainID remains for individual chains within networks
- Update all validator interfaces to use netID instead of chainID for consistency
- Add GetNetID() function with GetSubnetID() as deprecated alias
- Update ChainContext to include both QuantumID and NetID
- Maintain backward compatibility through deprecated aliases
- Fix naming conflicts by renaming core IDs type to QuantumIDs
- All tests passing with new quantum architecture

The quantum chain acts as the root of trust where all networks can check in
for validation. This creates a cleaner hierarchy: QuantumID -> NetID -> ChainID
