The limit defaulted to a page size, and Ethereum lists 403. A client that did
not know to ask for more got two thirds of the chain with nothing to say so.
There is no paging here to need one: the largest chain lists 403 and all seven
together list 935, so the limit is a ceiling on a request and the default is
everything.

And a chain this deployment cannot quote now answers the way /v1/trade/venues
already answers about it, rather than with an empty list a screen would draw as
a market with nothing in it.
