zeekayandHanzo Dev eaf7120d94 build: gate GPU cgo path behind dexgpu tag (not bare cgo) ...

orderbook_gpu.go / signed_order_gpu.go were //go:build cgo, so ANY cgo build
pulled in dex_gpu.h + the lux_gpu_dex_match_order symbol — breaking every
cgo consumer (e.g. the luxfi/evm plugin under CGO_ENABLED=1) on boxes without
the lux-gpu dex kernels. Gate them on cgo && dexgpu and widen the CPU-fallback
stubs to !cgo || !dexgpu, so the default cgo build uses the CPU matcher and
GPU acceleration is explicit opt-in (-tags dexgpu). No behavior change for
dexgpu or !cgo builds.
