hasSeamWork was a SECOND definition of "the seam has something to do", and it disagreed with the first. It answered "is there a settled escrow?" while the export drive answers "would that escrow produce a leg?" — an escrow holding nothing available (exported in an earlier block, or still locked) satisfied the predicate and not the drive, so WaitForEvent told the engine to build forever and BuildBlock returned ErrEmptyMempool every time. It now calls the drives, bounded to one leg, so the trigger and the work cannot drift apart. The bound is what keeps the poll path cheap: the question is whether there is work, not how much.
