zeekayandHanzo Dev dc370e6f44 dchain: a rejected block put the proposer's own seam legs back in the mempool
Reject requeues b.txs wholesale, which includes the import/submit/export legs the
drive generated. Those are a pure function of committed state — the next
BuildBlock regenerates exactly the ones still warranted — so the next block would
carry each leg twice, once from the mempool and once from the drive. The replay
guards refuse the second copy, so this is duplication rather than a double spend,
but a block that carries the same import twice is a block nobody can read.

Requeue only what a client actually submitted.
