Mounts vm.CreateHandlers (the same dex_*/dex_get_* map luxd mounts for the in-process plugin, ingest.go) on an HTTP listener, so a single-operator CPU venue is a byte-identical drop-in for the in-luxd D-Chain: exchange-api reads dex_get_markets, the maker writes via DEX_HTTP_URL — no luxd required. Writes still cross the full sealer consensus path. Verified: 11 routes mounted, GET /ext/bc/D/dex/dex_get_markets -> 200.
