Fix CI issues: Update Go version to 1.22.8 and rename update script

- Changed Go version from non-existent 1.24.6 to 1.22.8 in go.mod
- Updated CI workflow to use Go 1.22.8 consistently
- Renamed update_avalanchego_version.sh to update_luxd_version.sh
- Updated golangci-lint version to v1.63.0 for compatibility
- Fixed import path in tests/utils/subnet.go
