perf: increase txpool limits + reduce block delay for high throughput

- AccountSlots: 16 → 4096 (executable per account)
- AccountQueue: 64 → 16384 (queued per account)
- GlobalSlots: 5120 → 65536
- GlobalQueue: 1024 → 16384
- minBlockBuildingRetryDelay: 500ms → 1ms

Before: 10 TPS, 1 tx/block
After: 57 TPS, up to 173 txs/block, 5.7 blocks/sec

The old AccountQueue=64 hard-capped blocks at 64 txs.
