Improvements applied:
1. Added RPC batch request limits and response size limits
   - BatchRequestLimit: default 1000
   - BatchResponseMaxSize: default 25MB
   - Prevents resource exhaustion from large batch requests

2. Fixed genesis block ExtraData handling
   - Set empty byte array when ExtraData is nil
   - Prevents issues with RLP encoding/decoding

3. Fixed Etna/Cancun genesis block consistency
   - Ensure BlockGasCost is initialized to 0 instead of nil
   - Prevents RLP ordering issues with optional Cancun fields
   - Makes genesis block serialization/deserialization consistent

All imports remain luxfi packages only - no ava-labs dependencies added.
Tests pass successfully.
