The hasAllBlocks check was skipping InsertChain entirely when blocks existed in the database. This prevented full transaction re-execution and state regeneration. InsertChain already handles ErrKnownBlock properly and still re-executes transactions. Also removes unused hasAllBlocks function from plugin/evm/admin.go.
