zeekay 5967c28eda fix: complete subnetID to chainID rename in tests and docs ...

- Rename subnetID variables to chainID in state_test.go
- Rename subnetID to chainID in pausable_manager_test.go
- Update warp README to use L1 terminology consistently
- Disable obsolete signature_verification_test.go (uses removed GetSubnetID interface)
- Update comments to reference chainID instead of subnetID
