zeekay 81c00130cc test: fix all EVM test build failures ...

- Updated all API calls to match geth interfaces
- Added tracing parameters to SetCode/SetNonce/SetBalance
- Fixed CalcBlobFee and CalcExcessBlobGas signatures
- Fixed consensus constants and Initialize calls
- All core packages now build and test successfully
