zeekay d1a9ab54c5 feat: Add external genesis alloc file support and warp signature aggregator ...

Add GenesisAllocFile config option to load genesis allocations from an
external JSON file, bypassing P-chain transaction size limits for large
genesis states (e.g., token migrations with many accounts).

Add SignatureAggregator for warp cross-chain messaging that collects and
aggregates BLS signatures from validators with quorum verification.
