Forward-integration onto main (v1.103.0 line) of the accept-empty recovery fix released as v1.101.4. errEmptyBlock moves from SyntacticVerify (parse/verify/ accept) to the build path only, so a consensus-finalized empty block Accepts while a demand-driven proposer still never produces one.
