The early return for a disabled feature sits after the hooks, so the keydown effect registered regardless and called preventDefault on Ctrl+K — the browser's address-bar shortcut on Chrome and Firefox — on every deployment, including the ones where the dialog never renders because the feature is off. Users would have lost the shortcut and got nothing in exchange. Measured both ways: disabled, `defaultPrevented` is false and no dialog mounts; enabled, it is true and the dialog opens.
