zeekay 6f5630008f feat: add cli package for lux CLI integration 
Exports NewCmd() returning a cobra.Command with keygen, encrypt,
decrypt, and eval subcommands. Wires directly to fhe.KeyGenerator,
fhe.Encryptor, and fhe.Decryptor -- no stubs.
