zeekay 8c50b24c80 feat: deterministic key generation from seeded PRNG

Add NewEncryptorFromPRNG and NewKeyGeneratorFromEncryptor to support
consensus-safe FHE keygen where all validators must derive identical keys
from a shared seed.
