zeekay 517d5a6849 fix: restore proper test skips for unsupported configurations ...

Restore t.Skip() calls that were incorrectly replaced with t.Logf():
- rlwe: Skip hoisted tests when BaseTwoDecomposition != 0
- rlwe: Skip GenSecretKey for non-ternary distributions
- rlwe: Skip PartialTrace when #P = 0
- bgv/ckks: Skip level 0 tests (sync with upstream lattigo)

These skips are necessary because certain operations are not supported
for all parameter configurations by design.
