go.mod requires go 1.26.4 (and cc v0.3.0 requires >= 1.26.4). The alpine golang image pins GOTOOLCHAIN=local, so 1.26.3-alpine refuses to build: 'go.mod requires go >= 1.26.4 (running go 1.26.3; GOTOOLCHAIN=local)'. Match the base image to the go directive — hermetic, no toolchain download.
