RequiredGas charged one number per selector regardless of payload size, but every verifying selector JSON-decodes the whole payload and hands the receipt to ai.VerifyTEE, which parses and verifies the X.509 chain inside it. A megabyte cost the same as a hundred bytes. It now takes the input rather than the selector and adds a per-byte term, saturating instead of wrapping. ABIEncode built its word with Bytes() and a computed pad, which encodes -1 as 1 and panics on a value wider than 32 bytes because the pad length goes negative. U256Bytes covers the whole int256/uint256 range.
