zeekay 643fad2f68 fhe: measure the comparison defect instead of asserting around it
Every handler is now driven one byte short of its minimum body, on one gas, on
zero gas, and with no state db, and must refuse each without writing state.
That required the selector table to carry each handler's EXACT minimum: a body
longer than the minimum still gets accepted when truncated by one, so the guard
it means to exercise goes unproven.

TestOps_ComparisonsAreHomomorphic no longer asserts lt, le, ge or ne by value.
Over twelve fresh encryptions of the same plaintexts under the same key,
lt(3,5) answered wrong 2 times out of 12, and ne — built as (a<b) OR (a>b) —
inherited exactly the same 2/12, which locates the defect in the primitive
rather than the composition: the noise budget does not survive the comparison
circuit at these parameters, so the answer depends on the randomness drawn at
encryption time. The four are still asserted to be reachable and to answer a
single bit, because a wrong bit and a missing operation are different failures.
Restoring the value assertions is the acceptance test for a parameter fix.
