zeekayandHanzo Dev 2537155c73 contract: drop AtomicStager ...

An interface with no implementation and no caller. The staging capability it
described is the LP-311 stateless-conduit design, which has never landed on
main: nothing here asserts to it, nothing satisfies it, and no build or CI step
names it.

It is still used by the unmerged dex/stateless-conduit-carry-fills branch, which
carries its own copy of this file. That branch has to restore or re-land the
interface with the conduit that needs it — main does not hold a contract for
code that is not here.
