zeekayandHanzo Dev f12ee99057 retire(vote): redirect vote.lux.network -> lux.vote, scale @pars/vote to 0

The standalone token-Governor SPA at vote.lux.network advertised contracts that are
undeployed on 96369 (Governor 0x6fc44509/vLUX 0x91954cf6 -> eth_getCode 0x) and was
cross-branded (@pars/vote). Governance consolidates on the Safe-multisig dashboard at
lux.vote (the treasury IS a Safe). hanzoai/ingress Middleware issues a permanent
redirect preserving path+query; deployment scaled to 0. Verified live: 308 -> https://lux.vote.
