zeekay 6284494c82 Make attestation local-only with nvtrust ...

Blockchain nodes cannot depend on external clouds for attestation.
This removes all NRAS (NVIDIA Remote Attestation Service) dependencies
and makes local nvtrust verification the PRIMARY attestation method.

- Add nvtrust.go for local GPU attestation via SPDM/RIM
- Remove NRASToken from GPUAttestation struct
- ModeLocal is now PRIMARY, ModeSoftware for non-CC GPUs
- Update trust scores: local can reach 100 (was capped at 95)
- CC-capable: H100, H200, B100, B200, GB200, RTX PRO 6000
- Non-CC: DGX Spark (GB10), RTX 5090, RTX 4090 use software mode
