zeekay c4ae2459f0 fix: resolve all TODO/FIXME/HACK in production code ...

- launch.go: implement kubectl apply via exec.Command
- deploy.go: implement deploy destroy with DeleteNetwork + config cleanup
- mpc.go: return error when no MPC network running for wallet create
- azure.go, sftp.go: replace TODO stubs with unsupported-backend errors
