HTTP server (cmd/complianced) exposing all compliance APIs: KYC verification, application lifecycle, AML screening, transaction monitoring, payment validation, and regulatory lookups. Multi-stage Dockerfile for linux/amd64. Makefile with test-race and docker targets.
