Fuma Nama f23147396d chore(deps): upgrade geth v1.16.56 with Shanghai pre-merge fix

- Updates geth to v1.16.56 which fixes IsShanghai for pre-merge blocks
- This enables proper EIP-3860 init code gas accounting during historic
  block import without requiring merge status

Also includes cleanup and refactoring changes for:
- Consensus dummy implementation
- State transition gas handling
- Transaction pool legacy support
- Tracer API improvements
- Test data updates for block/header JSON responses
