Drop codec/wrappers import in trie_segments + statesynctest helpers.
luxfi/utils/wrappers has identical API (Packer, ByteLen/ShortLen/
LongLen, Errs) — canonical replacement since utils v1.1.x.

Bumps utils to v1.1.5.
