zeekay 680850b1c5 feat(console): app.lux.financial console + Cloudflare Pages deploy

- Scaffold @luxbank/console as Next 14 + React 18, matching app/site
  conventions (styled-components, Geist, brand via @luxbank/brand).
- Pages: signin, dashboard, accounts, send (rail picker), cards
  (list + issue), crypto (balances + send), fx (quote + execute),
  settings (profile + 2FA + KYC link), compliance (KYC + doc upload).
- Typed client hooks against bankd / forexd / brokerd / treasuryd /
  bridged via NEXT_PUBLIC_*_API_URL env vars; throw explicit
  "not implemented — wire to <svc>" until wired.
- Auth via IAM OIDC redirect (NEXT_PUBLIC_IAM_URL / CLIENT_ID).
- wrangler.toml for both app/site (lux-financial) and app/console
  (lux-financial-app); GH Actions workflow deploys both on push to
  main via cloudflare/wrangler-action@v3 on lux-build-linux-amd64.
- Bump root @luxbank/platform 0.1.0 -> 0.1.1.
