zandGitHub 967ca20ec2 Build the image through hanzoai/ci

docker.yml ran buildx on a runner with no Docker daemon, so it never
published. hanzo.yml now declares the image and cicd.yml hands it to the
build door.

Also: jobs on GitHub-hosted labels, which the spending limit refuses on
this private repo, now run on linux-amd64.
