The in-process path handed the VM no sender, on the reasoning that a
simple VM does not need one. The C-Chain builds its peer network from
exactly that value, so it built one with no peers in it — which does
not fail at construction. It panics on the first peer that connects,
and every node built from this tree crash-looped the moment a mesh
formed.

The sender carries the chain's application messages over the node's own
mesh: a request and a response point-to-point, gossip as a sample, and
a refusal that reaches the requester rather than leaving it to wait out
its deadline for an answer already decided.
