zeekay 592b1c3bef p3q-evm: initial import — split from luxfi/p3q/contracts
Splits the @luxfi/p3q-evm Solidity package out of the luxfi/p3q
Rust workspace so the two language ecosystems can release on
independent cadences. Rust workspace stays pure-Rust; this repo
gets foundry CI + npm publish (audit-gated, off by default).

Migrated from luxfi/p3q@746ac09 (contracts/):
  - src/IP3QVerifier.sol, src/P3QVerifierStub.sol, src/index.sol
  - src/README.md, README.md, foundry.toml, .gitignore, package.json

Changes vs upstream subdir:
  - package.json bumped 0.0.1 → 0.1.0; repository.url and homepage
    point at luxfi/p3q-evm; removed repository.directory.
  - Added LICENSE (MIT OR Apache-2.0 dual), LICENSE-MIT,
    LICENSE-APACHE copied byte-for-byte from luxfi/p3q.
  - Added .github/workflows/ci.yml (forge build + forge fmt --check
    on push/PR via foundry-rs/foundry-toolchain@v1).
  - Added .github/workflows/release.yml (triggers on v* tag,
builds, creates GitHub Release; npm publish commented out
behind audit-gate note matching luxfi/p3q pattern).
  - Applied 'forge fmt' once to satisfy fmt --check baseline.

forge build: clean (P3QVerifierStub runtime=362B initcode=391B).
forge fmt --check: clean.
