zeekay 199557579a init: luxfi/relay — relayvm + standalone relayd operator daemon ...

Two surfaces in one repo:
  vm/     — chain VM (R-Chain). luxd plugin host for the consensus + state
            layer of cross-chain channels. Source of truth for verified
            messages.
  cmd/relayd — standalone operator daemon (no luxd validator required).
            HTTP API at :7700 (health, status, channels, messages, trigger).
            Polls the relayvm RPC and dispatches verified messages to dest.

The chain VM is the security boundary; relayd is just the courier.
Same operational shape as mpcd/kms — operator runs the daemon, validators
run the chain VM via the (existing) luxfi/node chains/relayvm plugin.

Build (GOWORK=off): exit 0
