- Add a SAFE token balance widget to the header that links to the
- Safenet Staking SafeApp (https://staking.safe-beta.eth.limo).
- Gated by the SAFE_STAKING chain feature flag and geoblocking.

* fix: put feature flag back

* fix: test

* chore: fetch Safenet SafeApp URL from config-service
