* feat: add API entry point in sidebar

Add an "API" link at the bottom of the sidebar navigation that opens
the developer portal (developer.safe.global/login) in a new tab to
promote API adoption ahead of billing launch. Includes a green "New"
chip badge next to the label.

Closes PLA-903

* feat: update API sidebar icon to code-square design

* refactor: centralize API developer portal URL in constants
