* chore(utils): resolve all 135 ESLint warnings in utils package Replace explicit `any` with proper types in production code, relax the rule for test files, add varsIgnorePattern for underscore-prefixed unused vars, and fix remaining ban-ts-comment / namespace / type-constraint warnings. * fix(utils): restore @ts-ignore in gasLimitUtils for build compat The type errors in this file only manifest under certain TS configurations (Next.js build vs standalone type-check), so @ts-expect-error causes "unused directive" build failures.
