Adds the missing release pipeline so v* tags produce real artifacts: - .goreleaser.yml — six-platform build (linux/darwin/windows × amd64/arm64), CGO_ENABLED=0 + -trimpath, version/commit/date ldflags, syft SBOM, checksums, archives, append-mode GitHub Release. - .github/workflows/release.yml — runs goreleaser on `v*` tags via the lux-build self-hosted ARC runner (no GitHub-hosted fallback). - .github/workflows/docker.yml — multi-arch container build delegated to hanzoai/.github reusable workflow on native amd64/arm64 ARC runners (no QEMU); image published to ghcr.io/luxfi/treasury. - .github/workflows/ci.yml — go test ./... + go build ./... on PRs and pushes to main. Treasury had no .github/ before this commit; release artifacts and container images were impossible. Per org policy: native runners only, patch-bump versioning only.
