zeekay 7eaae12f90 feat(api): populate Payment/FX IdempotencyKey + OrgID from request headers 
When the JSON body omits IdempotencyKey or OrgID, fall back to the
Idempotency-Key and X-Org-ID HTTP headers respectively. Body-level
values still win — the header is only a default. This lets standard
HTTP clients use the conventional Idempotency-Key header without
restructuring their JSON.

No-op for callers that already populated the body fields.
