14th provider: M-Pesa via Daraja API for B2C payout, C2B STK Push pay-in, and account-balance / transaction-status lookup. Registered in treasuryd gated on MPESA_CONSUMER_KEY. FX, list-payments, CancelPayment, and counterparty registration return ErrNotSupported (FX lives in forexd; reversals are exposed via the privileged Reverse method).
