zeekay 6fe5e0a198 feat(provider/wise): forward CreatePaymentRequest.IdempotencyKey
CreatePayment's transfer-creation POST (/v1/transfers — the money-
moving call) now forwards req.IdempotencyKey as Wise's
X-idempotence-uuid header (per
docs.wise.com/api-docs/features/idempotency). The preceding quote
POST is intentionally NOT idempotent-keyed: quotes are not money-
moving and Wise treats them as a separate resource.

Empty IdempotencyKey falls back to provider.DeriveIdempotencyKey
keyed on the transferBody so retries collapse.

Hermetic httptest covers caller-supplied (transfer-only) and
deterministic-fallback paths.
