zeekay ff2319e0f5 add native CI; rerecord the module hash for luxfi/pq v1.0.3 ...

go.sum carried a zip hash that no longer matches the published v1.0.3, which
stopped the build. Rerecorded to the hash the module now publishes, which is
also the one the rest of the fleet records.
