Fixes DGRAPH-2494

This PR:
- Updates docs home-page with a table of contents
- Removes the following banner message from Badger's theme

You are looking at the docs for the unreleased master branch of Badger. The latest version is master.

Getting Started

We use Hugo for our documentation.

Running locally

Download and install the latest patch of Hugo version v0.69.x from here.
Run hugo server within the docs folder.
Visit http://localhost:1313 to see the documentation site.
